Why a card can be listed and still refuse you
Korea is the clearest case we have. On 2 September 2026 someone signed up to RedotPay, passed KYC, paid the $10 for a virtual card — and was refused activation because the region was not supported. The money went through anyway.
A VPN did not change it. That is the part worth knowing: the block follows the identity document, not the connection, so there is nothing to route around. And since KYC passed, it is not an identity problem either.
So "blocked" and "not supported" are separate rows in our table. A card that publishes a country list you appear on, then declines you at the last step, is exactly where people lose money.
What the labels mean
